mine doesn't have a pressure relief valve, but its easy to remove the gas inlet valve (a pierced piece of rubber) that lets gas flow only one way. if you put a JG 'on/off' valve on the gas line, i think you could carefully crack this open to release pressure if needed. Hi, sorry for the delay in responding, haven't been on for a while. would assume after cleaning etc, you would / could squirt some co2 in the keg before filling the thing.
