afaik plugs are young plants grown from seed for planting on. Hops are a type of plant that has distinct sexes, and its the female plants genetically cloned via cuttings and rhizhome (root) splitting that provide the resin bearing flowers we want. (sounds familiar  ...)

if grown from seed they will take some characteristics from the female plant and some from the male plant that provided the pollen and become a new type of plant not guaranteed to have the hoppy characteristics we are after..

like garlic and bananas all commercial or 'known' hops are clones..
**edit and rhubarb ;)

what you want to look for is hop rhizomes being a root from a known plant it will grow true like the original and provide you with the flavour and bitterness expected.

Sorry I was meaning hop plugs which I believe to be a larger form of pellet? I think they are whole flowers pressed into a disc shape?

Not really.

Very interesting, didn't realise the complexities in growing hops. Or bananas for that matter :D
