what is the best yeast to use for a English brown ale

Not English, but Edinburgh Ale WLP028 is an excellent yeast over many styles. Great for malty beers whilst still reserves hop character very well for a uk yeast.

For dry yeast I recommend Nottingham.

Nottingham is a bit characterless but does have its uses.

It depends on what you are looking for but I would prefer some esters from the yeast in this style and if you don't mind it finishing quite high e.g. 1.020 then Windsor could be an option or S-04 too.
