Scotland & Northern Ireland get one pub between us, and England gets 15! What's that all about? :P

Though i cannot speak for Scotland as regards pubs, i can tell you all that northern ireland is very poor when it comes to decent beer in pubs, never even mind cask ale. Unless you live in Belfast your choice of beer is extremely limited. The only pubs outside of Belfast that serve cask ale are wetherspoons pubs (there is the very odd exception).
