From my fraught experiences:
2.5 litres per 1 kilo of grain for the mash
1 litre per kilo + mash tun dead space for the top up
Can I
point you to this excellent reply to a similar question I asked the other week...

Hi everyone and thanx for your reply's and addvice.I did a brew yesterday with the first water to grain ratio 1kg to 1.5 liters of water.Let's say it was the worst day of brewing known to man, i had two grain bags and both burnt to my kettle elment luckly i always watch my mash closley the elment is fine and my kettle works fine, but the stress caus i did not know what was wrong. In the end we saved the brew using the old method but that is why i brought the water to ratio to grain question ti the forum caus i knew that must be the problem.I will from now on use your 2.5 liters to 1kg of grain in my mashing. With king regaurds beer gut.
