2 line chiller advice

Guys,

I have a 2 line chiller with recirculation that is surplus to requirements and was just testing it works before putting it up for sale.

Any advice how to connect this up properly, I only need to test one line. I have:

Product in
Product out
Recirc flow
Recirc return

I have tried all the obvious connections but it doesnt seem to be cooling, there is a resevoir which I have put some ice cubes in, does this need to be full?
