I wish to vent my pressure keg at about 4psi.
Is there any type of PRV anywhere that will allow me to do this?

You could use a backpressure regulator http://www.swagelok.com/regulators/back ... lators.htm (try Parker or Tescom as other manufacturers), which might be a bit expensive if you can't find something on ebay.
A cheap and ugly alternative would be a u-tube water bubbler (like a big s-shaped airlock) made from tubing with 2.7m of water above the bottom of the tube. Maybe a 3m vertical piece of drainpipe filled with water, then run a tube from the keg gas in port to the bottom of the pipe.
In either case, I'd leave the original PRV in place to allow manual venting and stop you from damaging the keg.
