Tube heaters have a very modest output at circa 40-60w, while a fan heater will generally have an output in the range 2-3000w, and within the confines of a small enclosed space may be difficult to apply in small controlled doses resulting in the system overheating and chassing itself to cool down again after a short blast of heat.

If you have a more modest fan heater in mind something usb bassed with a nominal input demand and output perhaps it could be worth looking at?
