It's with Charlie Tally the guy behind Star San. He even suggests at one point a DIY no rinse sanitiser using 5 gallons of water and adding 1oz of bleach and 1oz of white vinegar (added to the water separately to avoid gassing yourself with chlorine!). I've been using this tip with great results (and no bad beer) when bottling.

Yes, he seems to know his stuff.
As well as the gassing you mention, also take care with bleach quantities; some types are 'considerably' more watered down than others, so its not necessarily easy to judge how much is safe (or effective) by weight/quantity alone.
