Certainly one of my top 5 brews, which I've made 4 times with little variation other than the yeast. It's on the palest end of ESB, and a little over for the style by OG, but only just! That depends entirely on what period of brewing you are referring to as initially all mild ales were 100% pale malt, had gravities of around 1050 to 1080 and were relatively highly hopped, it wasn't until the 1930's that the modern mild became into being and of a lower gravity due to post war influ...

My success has always been with two types of yeast, or yeast plus dregs or a small starter from bottle dregs of your favourite saison.

Is it a good idea to have a weak chlorine bath permanently made up for storing utensils/tubes in like I have seen in a most breweries? Def use a PBW or similar on everything (dismantled), even the bottles and kegs. It's possible that it's something that is isolated to your area, even your brew area and recently moved in.
