Stuck fermentation?

I'm brewing a milk stout and have been aiming for quite a high FG. My OG was estimated as 1.056 however I managed to achieve 1.061. Rather than go for a bigger batch I decided to take it as it was and not top up post boil. Anyway after two weeks of fermentation it seems to have gotten stuck at 1.020...

Been reading and one method is to use vanilla pods with bourbon or vodka and let them rest for a few days before throwing in the secondary. I think I'll try that.

Two elements would be better I guess. However I don't feel confident trying to make my own electric boiler and so I'm going to rely on just buying one. Can't seem to find any that have two elements with my price range though.
