Depends,you can run some .exe files on linux, macs and supposedly also on android,you just need some wine https://www.winehq.org/and therefore will only run on Windows? Or am I confused?

could be multiple things from a temperature sensor borked , a thermal cut-out on the compressor motor, depending on the type of motor the start/run capacitor or even the motor itself ,a model number and maybe a piccy of the guts might help
