Roast barley - maximum levels

I have made a few stouts with choc malt (about 5%), black malt (5%) and increasing levels of roast barley (now up to 18% of the grain bill) but I can't get that dry/roast flavour of the classic Irish stouts. I have bought and used my first candi sugar. I bought the light version which came as crystalised chips (about 1cm cubed) It has not given any sort of caramel/candi flavour that I would have expected.
