Im not sure why you are putting The Nelson oil in the FV.
Unless bottling direct from your FV.
If so, then I'd add the oil to the FV 10 mins before bottling.
If kegging, just add to the keg or corny.

Which yeast did you use. (ignore That I've just seen S04)

It did start at 1065 so I wouldt expect lower than 1016. So 1020 isnt so bad.
Maybe raise the temperature a couple of degrees for a few days.
Personally I wouldnt add anything, just wait it out, it'll get there.

Use 16g in place of 20g Use 50.4g in place of 63g I’m a bit puzzled why you are only recommending changing the late hops because of a higher AA. The late hops are for flavour and aroma. What makes you think it's infected.
How does it taste.
The over carbed bottle may be because of temperature.
Try chilling a bottle, it may allow you to drink one to see if it taste ok.
It may just be too warm.

I did a some experiments a few years back, reusing the late hops to bitter a second brew. I made a hoppy brew with lots of late hops and reused them in a stout on the same day. It did work, but it’s pretty much unpredictable & unrepeatable, so if you did make something nice, you wont be able to recr...
