Just a wild guess prompted by what Vacant suggested. By rights, stainless steel in contact with stainless steel should not have this prob...

Bulk sodium percarbonate v's cheap oxi cleaner
Looking on Ebay, I can get "100%" sodium percarbonate for about £10 for 2kg. Cheap Oxi cleaner is about £2 per kg, which according to the MSDS is 30-60% sodium percarbonate. So working on the low end, it works out at about £6 per kg for the actual active ingredient. The rest of it is just filler. So...
