You can get Flaked Wheat @ Hop and Grape (Apparently BB's Torrefied Flaked wheat is actually as near as dam it too, according to his supplier).
Surely you could sub Rye malt for Flaked Rye??

No need for malted grains in those quantities as the flaked whole grain will convert with the residual amylase in the base malt(s)
The other thing to remember about flaked wholegrains like this is that they're rolled when they've been steamed so the gelatinisation process has already kicked off at manufacture time.
Struggling for a source for small quantities? Holland and Barret or a.n.other local wholefoods/organic store will suffice.

checked holland and barret, and julian graves today to know avail. Will check another local shop tomorrow. Could always sub them out if needs be

It was for an Imperial Stout I made last Friday night.
Subbed them out in the end and used wheat malt and some torri wheat. Was a bit of a nightmare brewday. My efficiency was seriously down. Which perhaps wasn't surprising with it being such a big beer, but I was definitely hoping for something better than the 60% ish I got. All in all a very frustrating night.
I thought about adding some sugar but decided against it in the end and ended up with wort at 1.078 (was aiming for 1.092!).
It went off like a rocket though so I'm hoping it will still turn out something like I was after.

I wouldn't be too hard on yourself for hitting 60% efficiency with an RIS.
I made one 4 months or so ago and got pretty much the same figure. With such a large grain bill in comparison to the boil volume it is hardly surprising.
I usually hit 80-85% for normal brews.
