I've had a similar effect from under-conditioned beer. It actually felt like I'd been drugged and it wasn't just the alcohol making me drowsy. Aging for another few weeks got rid of the effect - still no idea what caused it.

checked the gravity of both beers and they were 1006-1007

Yeah, that makes me suspect you've got something else living in there... And that would make them more like 6%, which might explain something.
