I've noticed several ale recipies that include a small (<5%) proportion of wheat malt.
Does this do the same thing as torrified wheat? i.e. aid head retention?

Pretty much. It has a somewhat stronger, sharper flavour though (think wheat beer) that might be important in some recipes.

I prefer to use Wheat Malt in place of torrified wheat. There is something I don't like about torrified wheat, but can't work out what it is exactly.

I prefer Wheat Malt to Torrefied for the simple reason that its a more useful Malt to stock than Torrefied, it also has the advantage that it self-converts rather than relying on other base malts to be converted.
