Cheap Hop source?

This gent will ship 3.5lbs of hop pellets internationally (from the USA) for only $17 flat rate shipping. I had a look at his site, and depending on what you order, you can get 3.5lbs(1.587KG) of pellet hops for only £31 approx. Same amount bought from an online LHBS costs about £21 more.
