Yeast Question...

Just making up a starter to use with a BOTW London Porter kit. The yeast supplied with the kit was sprinkled onto water at 30oC and has been left for about half an hour. It looks like this:

Does this look normal? It's not really the creamy foam as shown here:

Will this be okay or should I start again with a packet of S-04 which I have in the fridge? And if I do need to start again, will my wort be okay sat in the FV for a few hours while I get it sorted out?

I transferred to a PET bottle with the spraymalt-wort and when I took the lid off there was definitely a 'fizz' of CO2 coming off so I think it's going to be okay. Will leave it for an hour or so to really get going before I pitch.

I've noticed the yeast with Coopers kits doesn't foam, but Safale does. Maybe Safale has a foaming agent and kit yeasts don't?

Coopers yeast will foam although I had 2 completely duff batches supplied with some ginger beer recently. Perhaps the quality is variable. (I think the foam is down to the nutrients added rather than 'foaming agents').
Does lack of 'foaming' necessarily indicate lack of activity in the yeast? Could it not foam very much but still be perfectly viable in terms of fermentation?

I know safale has rehydrating agents in the package along with the yeast, anyway. I have no problems with the Coopers yeast and get a fairly quick start with it, and it doesn't foam for me while rehydrating.
