Sounds like you have a dud pack of yeast.

Any decent http://www.the-home-brew-shop.co.uk/item1292.htm should get you going, but you'll need to be quick.

Even bottom working yeasts throw a head in the early stages, especially if the temperature is high (lager yeast prefer low temperatures). It'll all sink as fermentation progresses.

Think you'll find that the Coopers yeasts are mainly ale yeasts anyway, damned hard to ferment at 8-14C in Aussie without some good cooling. Coopers kits/yeasts usually have instructions to ferment in the 20's which is way too high for a lager yeast. From my days as a Coopers lager fan, 18-20C is best
