Used the United Utilities online form and got a reply within a few hours, although there's a typo in their reply and I'm now exempt from the ban and can use my 'cooling cool'.

Hmm, interesting this. What about chilling your wort, then using the warm water from your water butt (or whatever), THEN washing the car?
I probably wouldn't bother asking as I use pretty much all the water left over for washing my gear after a brew, although there usually is some left over. I put the last batch into a clean FV, sealed it ready for use later.
