Forgot to mention i added 1 ounce of grains of paradise 20 mins into the 1 hour boil just to see the affect, i'm just about to transfer to fermenter now and all went very well

Oh very bad i only collected 16 L and i put it in the fermenter with the 4 incch airlock so the only reading i could get was brix and it was 13. Can i afford to add water? and if so how much?

13 brix of raw wort is 1.050,
I don't know the anticipated OG was or the size of the brew so I can't tell you any more than that I'm afraid
if you post these I can stick them through Promash's dilution calculator for you.

AT, the recipe at 72% eff comes out at 1.040
so if you add 3.79 litres of water to the 16 litres of wort which is 1.050 at the moment, it should dilute it to 1.040

it won't quite get you to 23 litres but it'll be a lot nearer, so the hops etc won't be too far out
I'm having probs at the moment with my efficiency, just don't seem to get to the required amount in the fv......
