I am just starting to think about doing this. Do I need a conical flask and a stir plate when I want to make my starter.

You haven't got to. I believe you can use a bottle and the 'shake' method.

I've harvested yeast from a lager I brewed last spring but haven't got round to building it up and pitching it. The plan is to grow it up to 1.5 litres and then pitch it into a steam beer, then use the yeast cake for a lager. I've used White Labs yeast this way in the past with great results.

I've had good results with top fermenting yeast with this method. I'll try and harvest the lager yeast on my next brew day. Cheers.

I can confirm I've successfully re-used W34/70 using this method.
What I did the next time I harvested W34/70 was to fill 3 bottles. That way I can do the next 2 brews without having to harvest. At nearly £5 a pack it's a nice saving too.
