Slower fermentation than anticipated

... Possible stuck.

I did an IPA using the following recipe:
1 coopers brewmaster ipa lme, 24l brew length
1kg pale dme
1 11g sachet s04 English ale yeast
100g fuggles whole leaf
100g nelson sauvin whole leaf

The process was a partial boil using half the dme in about 5l water.
I did gradual additions of both hop varieties, but saved 50g of each for dry hop, so 100g total in the boil, most of which was late additions.

Then I mixed the lme with boiling water from the kettle as per kit brew instructions, and mixed in first the remaining 500g dme, aerated vigorously with a whisk and then chucked in the hopped wort from the partial boil (including hop debris). I decided to keep all the hops so as not to lose any gravity points and hop bitterness and flavour. Then I filled the fv to 24l (intended 23 but overshot). Since it is a 5 gallon bucket the fv was very full. In the morning the hops were pushed right to the top, pushing against the puffed up lid of the bucket. I have not dry hopped yet, as was intending to dry hop once the ferment got mostly finished, now I am wondering if I'm going to have to scoop some of the boiled hop degree out before i dry hop. After initially seeming to kick off the ferment has slowed down very rapidly. Temp is not likely an issue ad I'm well within range. Maybe the thick layer of hop debris floating above the yeast ferment layer is strangling the fermentation? Maybe the yeast isn't as good as I expected (I used nottingham last time, which ripped through it)? Thoughts? Thanks in advance!

A couple of questions....

How long has it been fermenting?

What was your OG?

Have you checked the SG?

Are you a hophead? ;)

Heya, it's been going for 48 hours now and it's at 20 on the hydrometer. OG was somewhere around 50.

Mostly was surprised by lack of co2 activity after around 24 hours. Well, it's my first time with s04. Maybe it's like that. Anyway as for hops, yes I wanted to brew something hoppy this time but I wouldn't call myself a hophead! Is it unusual to throw 200g into a 5 gallon?
