When I decide to do my brew after getting great advice of the forum how much sazz hops can I add to my second batch of lager which will be a European or cerveza

To answer your question, we need several more pieces of information:

How big is your batch?

Are you starting with a kit containing hopped wort, to which you're just planning to add some late aroma hops or dry-hops in the fermentor? Or are you planning to provide all your own bitterness/flavour/aroma by boiling Saaz?

Are you trying to brew a true-to-style European lager or Cerveza, which have extremely low hops presence, or do you love Saaz hops and you want to intentionally overload them?

No just going to add dry hops to fv the kit is a coopers European. In 23 litres at what stage should I add hops and how long in vessel also could I add 1kg dme and what would it do to the taste if I did

Gotcha. In that case, a good way to add some nice delicately spicy Saaz aromas would be to add them to your fermentor after the first several active days of fermentation die down; this way you don't blast the aromas right out the airlock. There are no rules and it's not an exact science, but it seems most people use .5 - 3 oz (14 - 85 g) for a week or two, then bottle it and in your case, set aside for lengthy lagering. I would think 1 oz (28 g) would be a good starting point. You'll find many, many diverse opinions about how to dry-hop in these forums. Some brewers swear by pouches, sometimes containing weights to force them to sink, but keep in mind this will reduce the surface area and overall effectiveness. I get best results by just sprinkling whole hops on top, but I admit it's trickier to rack-off clear beer afterwards.

The taste wouldn't change much, but it would increase the Original Gravity and final alcohol percentage. It's a good idea, since many kits produce relatively low-ABV beers.

Said I would add some sazz hops and 1kg of dme you said that would only increase alcohol what should I add to alter taste another can of lager or some other substance

Alter the taste in what way? What exactly are you hoping to accomplish?

So far, dry-hopping with Saaz will add some pleasant flowery, black-peppery hoppy notes, and adding the dry malt extract will just make it all around bigger, somewhat higher alcohol percentage, but won't change the flavour much.
