Soap/De-odourant/Shampoo Flavour

A mate of mine started extract brewing at my recomendation after a year of very successful kit brewing. He's done about 8 brews so far and every one has had a soapy etc flavour which has ranged from slightly unpleasant to totally undrinkable. He's trying to cover all bases, changing from DME to LME, different yeast etc. Any suggestions - thanks

Could it be too much bleach when cleaning? I've heard bleach can leave a really soapy taste if not properly rinsed afterwards.

The other thing I keep hearing taste soapy are Bobek hops.
