Fermentation start/stop!

Hi all, hope some body can shed some light on this for me.
I've been home brewing for about 18 months and really enjoy the hobby and it's rewards. Not got up to all grain yet but that's something I really fancy for the future.

The problem I have is the kit I'm currently doing is a st peters golden ale, it's been in the primary for 6 days and I've managed to keep the temperature steady between 24/27 degrees c, pressure in the air lock has been up and down and hasn't really been bubbling at a steady rate. Had a quick look from time to time and once the foam had died down there seems to be just a sea of bubbles on top. I know it's fermenting ok as ive been doing hydrometer readings. Can anyone tell me if this sometimes happens or if theres something I may be doing wrong,
