I'm going to do my first full volume boil a "Moorhouses Pendle Witches Brew" extract kit from brewuk.
The instructions for a full boil were a bit vague and after googling couldn't find a definitve answer;

Should the crystal malt grains be steeped in the full volume (ie 18L) of water?

No. You can steep the grains in 4-5L of water at 60C for half an hour.
