hops teabags

quick question,how many hops finishing teabags would i need to make 23l of lager tasty? was thinking of steeping in boiling water for a while and then adding this + the teabag to my wort would one be enough? if i mix saaz and challenger will it taste ok,good or bad? I know the non lager boys will say its impossible to make 23l of lager tasty but never mind....thanks in advance


p.s.the teabags would be the only source of hops

Skip the steeping in hot water and put the hops directly into the wort.
It is very possible to make a lager tasty.
I'm just here for the beer.
