The plan is to heat 2 liters to near boiling, mix in some extract and steep some hops for 20-30 minutes which will extract some alpha acids. I'll then mix in the rest of the extracts and top off with 6 liters of ice cold water to get it down to yeast pitching temperature. After 2 weeks I'll dry hop.

Hmmm, won’t you just spend more on hops to get the IBU’s you need?

I'm in the process of converting an old school bus into a mini house and only have an extension cord for electricity and can't boil right now.
Going by the current trend of using mostly post boil hops for bittering I should end up with a decent pint

If you are stuck for IBU, isomerised hop extract works great.
Your ibu calcs go a bit funny when you try to make partial boils just for bittering.

At my previous place I used to grow hops.
In last year's crop of goldings I used a bunch of grapefruit juice in place of some of the irrigation water.
When I dried them I got a nice grapefruit aroma; I'm hoping that carries over to the beer.
