boil 0 mins?

I like the look of this recipe;

To make double do I just double all the ingredients? Is it that simple?

The final hop editions says 'boil 0 mins'. Do I add them seconds before starting up the wort chiller?

With "zero minute" hops, you add them when you stop the boil i.e. turn off the electricity/gas/whatever. It's normal then to allow some time for the hops to "steep" before commencing the cooling phase. I leave 20-30 mins for the hops to steep.

Yes, double everything.

And as Andy says - 0 mins mean steeping hops for a while in the hot wort after you've turned the heat off.
