Co2 regulator question

I have bought used dispensing system, all ready to go with corny kegs.

But as i have never dealt with co2 before i am not sure what is the purpose of secondary regulator lo and hi ports?
The system has 2 kegs hooked to port at 6 o'clock and hi port at 3. Can someone please explain whats the difference?

Sometimes people want to connect a few secondary regulators in a row (to provide different pressures to different kegs). If this is what I think it is, then the high pressure outlet is basically just a pass through, i.e. is at the same pressure as the inlet; it would typically be used to supply the next secondary regulator without having to use splitters in the line from the primary regulator.

But in a simple setup of two kegs it can also be used as you describe; if the primary regulator is adjustable then it can be set to make the 'high' pressure suitable for one keg, and the secondary regulator can then make a lower pressure for a second keg. So for example the high pressure (set by the primary regulator) may be 15psi for a more highly carbonated european style of beer, and the lower pressure (set by the secondary regulator) could be half that or less for an english style bitter. Obviously the secondary regulator can only drop pressure, it can't go above the high pressure.
