Yes we do have very soft water. Not noticed a buildup of beer stone though, and I usually give my kegs a visual by shining a torch into the opening after a soak with PBW. I have four kegs, and I usually leave mine closed up once empty, with the beer dregs left in till I get round to cleaning them, and then fill. While you can't get your hand in there, you can see inside quite well. Certainly not noticed anything on the spears either, and you can inspect then very closely, as you can take them out.
Not sure about PBW being able to get rid of bad deposits though. I don't think PBW is particularly caustic. Maybe a soak with 2% nitric acid would work if you have it bad. That will dissolve the buildup and then you can clean in the normal way.

Where are you? I'm near Kendal, so if you are anywhere near I have some plastic sanke kegs and you are more than welcome to have one, so you can give them a try.

I got very soft water too and no problems here after 2 and a half years with Crusaders. I do the same as Bob and leave them unopened when the keg kicks. As soon as I'm ready to refill I get the spear out and clean with oxi. That way nothing can dry on so makes cleaning really easy.

I think it's advised to store them sealed and slightly pressurised when not in use.
