Hydrometer reading

Hi there,

I am brewing an IPA, my second brew... for the past 48 hours there has not been any activity as far as bubling of the air lock is concerned, the foamy stuff is all gone but I am only registering 1008 on the hydrometer. Now in my reading it says that the fermentation is over at 1007 or lower. In this case is 1008 safe to bottle at since it's the second reading?

Within one point on the hydrometer should be fine. ;)
