Stuck fermentation

help needed !!! made up my second kit since returning to brewing, an old Boots stout kit with best before date 2000 , have used advice and used spray malt plus some steeped crushed malt and boiled wort for 15 mins pitched rehydrated Safale 04 yeast at 28 C.Three days later no signs of any more fermentation tested 1022 same next day so tried rousing yeast next two days still 1022 added yeast vit and tested the same today should i try and get dry beer enzyme or should i try another packet of yeast ? Conditioning Coopers Real Ale Fermenting ? Boots Stout , canned peach wine, gooseberry wine

Thanks DaaB will try my LHBS for beer enzyme tomorrow it is only a corner of a chemists shop so not too sure if there is any chance if not it will be yeast
