Muntons gold continental pilsner - temperature

Hi made the above kits last night as per instructions and how to on this site. Checked this morning to see a fine yeast head.
Question is what temp should it be fermenting at, its currently sitting in my spare bedroom with the radiators off. The kit instructions say between 18-21. The thermometer says 23/24. Is this going to matter should i move it or will this disturb the yeast?

I transferred this to the garage on Saturday, I've been monitoring the temp and its looks like its between 18-21 ideal according to the kit.
Checked it this morning its dropped to 1020, but it looks completely flat and cloudy. In fact it looks like a cup of horlicks! THeres a few pockets of yeast on the top as well.
Is it worth giving it a rousing or shall i just leave it be.
