Fortified stout.

I've been toying with the idea of producing a fortified Irish stout for Christmas, using an Irish whiskey as the fortifying spirit, but have a few questions.

1. How much whiskey would I need to add to 23lts of stout?
2. Am I correct in thinking that the whiskey should be added after primary fermentation is complete?
3. Is it still illegal to fortify beers with a spirit in the UK?

I'd appreciate hearing from anyone having tried this in the past, if you can still use a keyboard after having drunk the stuff. :lol:
