Nothing going on !!!!!

Hello,

I'm wondering whether anyone could help me. I am new to this brewing game and am only on my 3rd brew.

1st Ibrew bitter which I am currently drinking and it was suprisingly superb.
2nd a Wherry which was kegged last thursday and smelt fantastic and their were no issues with.

3rd Scammonden dark. This is where the problem lies.

I made sure all equipment was sanitised and followed the instructions on the box. However I now realise that I put the yeast in the pyrex bowl followed by the boiling water and then let this cool down (Major mistake lesson learnt #-o ). When topping up the fv with cold water the whole fv bubbled up and infact it took 15 minutes to add the water because of how high the froth came up. The yeast was then added and 36 hours later there was still nothing not a jot the hydrometer was reading 1.040 indicating to me that the yeast had failed to start. The fv is placed in my dining room temp approx 17/19 celcius.

I then went to my local brewshop and was given a packet of nottingham yeast and advised to re pitch the yeast. I did this yesterday afternoon at 1300hrs. The yeast was added to pre boiled water at 25 celcius and after 30 mins had all sunk to the bottom of the water(100ml) and did not appear to be doing anything. I then gently stirred the mixture which again all fell to the bottom of the bowl but this time looked slightly more sludgy. After another 15 minutes I poured this directly into the fv.

It is now 21 hrs later and still nothing the wort is flat no bubbles and the hydromter is still reading 1.040. I have stirred the mixture to add oxygen and placed towels around it to increase the temperature.
Please can someone advise me where to go from here is all lost or can this brew be recovered?

Got up this mornin and a healthy crust had developed, god it can get stressful this brewin lark!!!
