For the ultimate budget brew, take a look at the Other Brews section of this forum and find a recipe for Turbo Cider, so called because it's ready in a matter of weeks. You can make it as strong as you like, but unless you're used to drinking Frosty Jacks or other cheap white cider you see tramps swigging, I'd aim for 6ish%. It can be a little rough/sour so an inch or so of lemonade per pint improves it no end. All you nead is the cheapest pure apple juice you can find (avoid anything with the word "drink" in the name as it will have ingredients other than simple juice), sugar, and a sachet of cider yeast. You can make a gallon for under a fiver. If you do want tramp fuel, more sugar and champagne yeast which will ferment out more sugars but leave you with excrutiatingly dry cider.
