Hoegaarden Clone?

Is there a kit what would get close to Hoegaarden?

Not sure if there is a kit. But you would get very close using lager malt extract + wheat malt extract and 25 gr each of ground coriander and bitter orange peal.
Try this.

For 25 litres

2kg lager malt extract
2kg wheat malt extract
25 gr ground coriander seed
25 gr ground bitter orange peal

Boil for an hour with 25 gr Perle hops
and ferment with a Wit yeast

You might want to take a look through this massive thread on HBT about Blue Moon, which is not too dissimilar albeit made with a much cleaner US yeast, including contributions from people who worked at the brewery.

Well Blue Moon is popular enough that you could probably find a Blue Moon kit and then just replace the yeast with something more Belgian like the Lallemand Wit yeast. I see TMM have a Blue Moon clone kit here (MyKit000426 - but I don't think they're doing custom kits like that at the moment), or the Mangrove Jack Witbier is on offer with them at the moment, it should be in the ballpark. (no affiliation to TMM, you can probably find the MJ kit elsewhere but it seems to be a limited edition)

I have no direct experience of the Munton kit and I note the reviews are kinda mixed. If I was to start with that I'd probably use DME rather than sugar and use a better yeast such as Munich Classic. At least the MJ kit gives you a decent yeast.

It's not clear whether the Munton kit includes spices - and how much to use depends a lot on the exact ingredients you use, you'll need less dried orange peel than fresh for instance, and different brands have different amounts of flavour, so it will be a bit hit and miss to start with. That HBT thread spends a lot of time talking about different types of orange peel - this "final" recipe from someone who has brewed Blue Moon commercially goes for 15g of freshly-ground coriander at 10 minutes before the end of boil, and maybe 30g of (sweet) orange peel at 5 minutes - but it depends a lot on your ingredients.
