Just give it time. The problem with kit yeasts is that they're a bit ummm small. Your packet was only 5gm whereas the stuff we buy for extract and AG such as S04 or Nottingham are 11 or 12gm so your little 5gm packet has a lot of work to do before it's multiplied enough to really get on with it. I'm sure it'll be fine.

its got a nice foamy head on and seems fine at around 10 - 13 degrees.

It could do with being a bit warmer really as it's not a true lager yeast but if it's fermenting then fair play, let it get on with it. It may take longer than normal but as long as it gets to around 1.014 or below then it'll be fine. If it doesn't, move it somewhere a bit warmer.
