When I used to prime, all I did was add some boiling water to the sugar in a saucepan (The bare minimum of water), and bring it to a boil, then it was straight into the bottling bucket/keg during the transfer from the FV
The boil (And high Gravity id yo use the minimum amount of water) sanitises everything sufficiently
