course they can, they just are a little harder to work with as they quickly turn to mush, you'll need a fine mesh hopbag or something, but there are advantages such as much easier to store.

do you use like the the hop bag you get in brupak kits?? or is there a bit more to it than that??? also how much do you use???? i dont want ruin the brew. thanks again for any help

it depends on the kit, but something with a good aroma could be steeped in one of the cans like the Brupaks method for 20-30 mins, somewhere between 20g and 50g would be ok, as steeping dosen't add any bitterness points.
You could try Cascade, Stryrians, Goldings, Fuggles, or Amarillo, I have found all these are pleasant when steeped.
The bag you'll need will have to be close mesh something like this is just the ticket
