FG a bit high

I'm on my third kit now, a Fixby Gold, and for the third time fermentation seems to be stopping around the 1.014-1.015 mark. So I'm assuming I must be doing something wrong, but can't work out what. I've read all the mails about stuck fermentation but surely this shouldn't happen every time. Could it be my water? Brupacks suggest that it should reach 1.010, but that it should be bottled anyway if it gets to 1.015.

The first two kits were Woodefords Admiral's Reserve and Brupacks Scammonden Dark. Both are drinkable, but a bit too sweet for my taste, and the Admiral's Reserve in particular seems a bit weak.

Any suggestions?
