The problem is there are too many pressure groups with an axe to grind who've worked out this might be to their advantage. I don't really think the government have a clue one way or the other. They just do what they're told by the lobbyists and permanent civil servants. You only get election promises fulfilled for a few months after a general election, no matter who wins. After that, the Sir Humphreys get to them and the policy reverts to the same as the last government.
