Festival Razorback IPA very slow

This kit has been fermenting uber slowly for four weeks now and is still bubbling with the hoppy crust on the top. Smells absolutely fine and after the first week of horribly variable temps I have had had it on a heating mat with temp controller set at 23-24c for three weeks.
Any tips for getting it to the finish line? I have stirred it up once already.

Have you taken a gravity reading?

Yes, although very messy with all the floating hop residue. Came out at 1.015 from a starting point of 1.043...needs to get below 1.005 according to the kit details. Also, is still slowly bubbling.

Right, just did another reading, now at 1.006 down from 1.015 a week ago...I reckon that's as good as I'll get. Time to bottle.
