as the post says ,I am waiting a delivery of a 20 litre braumeister,my question is having read of poor boil on 20 l system is it worth buying the above extras .I live at about 650 meters above sea level so boiling point is about 98c

I don't agree with poor boil. It might not be overly aggressive rolling boil, but it is a rolling boil nevertheless.
I suggest not committing any money yet, brew a few times and then decide. Besides, the jacket you can make yourself out of those camping thermo mats, a lot cheaper - I did, used it 3 times then threw it away and in the winter my utility kitchen temp where I brew is around +11-14°c.
Don't jump the gun, mate. See how it goes, you can always spend more money later if need be.
