Never used oat malt before so hard to comment but the rest looks good to me. Personally not to keen on target hops but still think it looks a decent bitter.

Looks good to me. I use some oats in my mild ale, never used them in a bitter, but I've tasted a pale ale with oats that was pretty good.
I'm just here for the beer.
