Not necessarily so - it depends on how many you add. If you look at the recipe, the earliest hop addition is 20min from the end, and yet still gets ~24IBU (with massive hop presence!). Having read a very good article on the subject of late hopping on the Mr Malty website it sounds like it produces a similar effect as FWH of which there is an interesting thread in the AG section.
